FIFA has sanctioned the Nigeria Football Federation and the DR Congo Football Federation following disciplinary breaches during the tense World Cup qualifying encounter between Nigeria and DR Congo in Morocco on November 16, 2025.
The match, which ended dramatically with DR Congo defeating Nigeria 4–3 in a penalty shootout to advance in the intercontinental tournament, was later reviewed by FIFA’s disciplinary body.
According to the global football governing body’s latest disciplinary report, both federations were found guilty of separate infractions linked to the conduct of supporters during the game.
Nigeria’s federation was penalised after fans were reported to have thrown objects inside the stadium, an act considered a violation of Articles 17 and 17.2(b) of the FIFA Disciplinary Code relating to order and safety at matches. As a consequence, the NFF was fined 1,000 Swiss francs.

The Congolese federation, however, received a heavier punishment after supporters were caught using laser pointers or similar devices during the match.
The act breaches Article 17.2(d) of the same code, which prohibits the use of objects capable of distracting players or officials.
Following the ruling, FIFA imposed a fine of 5,000 Swiss francs on the DR Congo Football Federation.
The sanctions serve as a warning to both federations regarding fan conduct, as FIFA continues to enforce strict regulations to maintain safety, fairness and discipline in international football competitions.
