Senior Policy Adviser to the Governor Ifeanyi Okowa of Delta State, Professor Sylvester O. Monye, has released two new books published by the Africa Institute for Public Policy.
One of the books titled “The Ministerial Scorecard: Critical lessons performance management,” (375 pages) highlights an abridged version of all the national development plans produced and executed in Nigeria between 1999-2020.
The 375 pages book is a veritable material for the evaluation of ministerial performance.
It tells how performance management is undertaken in other jurisdictions and exposes the near absence of performance management culture in the nation public sector, emphasizing the importance of embedding effective implementation mechanisms in national development plans.
Monye used the initiative piloted during the Goodluck Jonathan’s administration, putting in place a system designed to evaluate the performance of ministers charged with the responsibility of delivering the much needed results in selected priority sector.
The foreword of the book was written by former President Dr Goodluck Jonathan.
The second book titled “A Compendium of National Development Plans 1999 to 2020: Incorporating implementation plan” (1200 pages) defined a period of economic and sociopolitical administrations in a continuous democratic period. The compendium pulls together in a single volume all the plans produced, adopted and implemented in Nigeria between 1999 and 2020.
The 1200 pages book is designed to assist in easing access to valuable historical national resources.
The minister of Finance, Budget and National Planning, Mrs (Dr) Zainab Shamsuna Ahmed wrote the foreword for the book.
Monye an academic and seasoned technocrat has served Nigeria in different positions. He was in 2008, under late President Umaru Musa Yar’Adua, conferred Member of the order of the Federal Republic of Nigeria (MFR) for his contributions and service to the nation.
He also served as former President Goodluck Jonathan’s Special Adviser on performance Monitoring and Evaluation.
