Kebbi Police Begin Tinted Glass Permit Enforcement Oct 2

The Kebbi State Police Command has announced that enforcement of the tinted glass permit policy will begin on the 2nd of October, 2025.

In a statement issued on Wednesday, the 24th of September, 2025, the Command’s Public Relations Officer, Nafiu Abubakar, explained that the exercise will take place across the state in compliance with the order of the Inspector-General of Police, Kayode Egbetokun.

Abubakar noted that motorists who wish to obtain the permit can still apply online through the designated portal. He said the process requires a National Identification Number (NIN), Bank Verification Number (BVN), or Tax Identification Number (TIN).

He outlined the steps applicants must follow: open an account, verify personal details, provide vehicle data, upload documents, make payment, and undergo biometric capture. For Kebbi residents, biometric capturing and vehicle checks will be handled by the State Intelligence Department in Gwadangaji, Birnin Kebbi.

Abubakar stressed that “biometric capturing is free” and urged motorists to avoid being deceived by middlemen.

“The command calls on members of the public to comply with this directive and avoid patronising unauthorized individuals who may attempt to exploit the process,” he said.

According to him, the enforcement is designed to strengthen accountability, ensure transparency, and enhance road safety. He also pointed out that the deadline had already been shifted three times to allow for full compliance.

Meanwhile, the Nigerian Bar Association (NBA) has taken a contrary position, dragging the police to court.

The association accused the police of corruption and questioned the legality of the exercise. It argued that the Motor Tinted Glass (Prohibition) Act, introduced under a military decree in 1991, “may not meet the constitutional standard of being reasonably justifiable in a democratic society.”
