Abia Built 414 Roads, Cut Debt By 60% In Three Years — Otti

Alex Otti has disclosed that his administration has completed 414 road projects spanning approximately 864.12 kilometres across the state within three years in office.

The governor also said the state’s debt burden had been reduced by nearly 60 per cent during the same period.

Otti made the disclosures on Friday night during his monthly interactive session, “Governor Alex Otti Speaks to Abians,” held in Umuahia.

Highlighting achievements in infrastructure, the governor stated that the roads delivered by his administration were equipped with drainage systems and street lighting facilities.

“We are consistent in terms of delivering street lights with the roads. And of course drainage.

“And a lot of them are going to be commissioned from next week. There are another 82 roads under construction. And they are at different stages of completion. Those 82 roads, most of them on contract, measure about 212 kilometres.

“We have been able to reduce our debt profile significantly by about 60%. From about 191 billion Naira in 2023 to less than 50 billion Naira at the end of 2025.

“Your government has also been positively wrapped, particularly in areas of fiscal sustainability, transparency and accountability. The Budget state of the states report moved Abia from No. 17 two years ago in 2023 to No. 4 last year in 2025.

And we believe we will continue to do well. These are independent rankings. It just gives you an idea of how the government is being run,” he said.

The governor further stated that the administration had identified and documented assets allegedly acquired illegally as part of broader reforms targeted at improving transparency and accountability in governance.

Speaking on environmental sanitation, Otti said the state currently evacuates about 13 tonnes of waste weekly, while the activities of the Abia State Environmental Agency have generated more than 2,000 jobs.

In the transport sector, he noted that additional electric buses would arrive in the state by July to strengthen the government’s transportation initiative.

He also announced that the new bus terminal in Umuahia would be inaugurated on the 27th of the month.

According to him, charging stations are being installed in Umuahia and Aba to support the operation of the electric buses.

On land administration, the governor revealed that 4,707 Certificates of Occupancy had been approved so far under his administration.

“In the area of lands and public buildings, as of yesterday, 4,707 Certificates of Occupancy have been signed. Information available to me, that number is more than the total number of certificates of occupancy signed between 1999 and 2023.

“We also have completed the new Abia Master Plan. It will be launched any moment from now. We have worked with the UN Habitat. Of course, on digitization of land records, 4 million documents have been scanned into the system.”

The governor also outlined developments in the education and healthcare sectors, including the construction of smart schools, two of which are expected to be commissioned soon in Ubakala, Umuahia South, and Umuomaiukwu in Isialangwa North.

He added that his administration had recruited teachers and implemented reforms in institutions including Abia State University, ASCETA and Ogbonnaya Onu Polytechnic.

Otti disclosed that 821 healthcare workers had been recruited, with 771 already deployed to hospitals and primary healthcare facilities across the state.

He further stated that more than 93,000 residents had enrolled in the state’s health insurance programme, while 277 primary healthcare centres had been renovated statewide.

“Out of the 277 healthcare centres retrofitted, 200 were handled by the state government while 77 were supported by the World Bank. So far, 121 of them are fully functionalised,” Otti explained.

He also revealed that renovation works are ongoing at General Hospitals in Ikwuano, Arochukwu, Okeikpe and Ohafia, while major upgrades and remodeling are being carried out at tertiary health institutions in Amachara, Abia State University Teaching Hospital and Umunneato.

Reaffirming his commitment to governance, the governor said his administration would continue working towards restoring the dignity of the people of the state.

“the most important part of this administration is the impact it has made in human capital development, infrastructure renewal, fiscal responsibility, social justice, all wrapped up in restoring the dignity of our people.”
