African Union has named Hon. Phrank Shaibu, Senior Special Assistant on Public Communication to former Vice President Atiku Abubakar, as an Ambassador, marking a new milestone in his public service career.
Shaibu was formally inducted into the Governing Council of the Pan-African African Union Agenda 2063 on Wednesday, the 4th of February, 2026, during a ceremony held in Abuja.
Agenda 2063 represents the African Union’s long-term development blueprint spanning 2013 to 2063. The framework is designed to reposition Africa as a globally competitive continent through inclusive growth, sustainable development, regional integration, and the promotion of Pan-African ideals.
The strategic agenda also outlines pathways toward realising “The Africa We Want,” with emphasis on economic transformation, democratic values, peace and security, as well as the preservation and promotion of Africa’s cultural identity.
A statement issued by Atiku Abubakar’s media aide, Paul Ibe, disclosed that Shaibu’s appointment as both a member of the advisory council and an Ambassador of the Pan-African AU Agenda 2063 diplomatic mission was conveyed in an official letter dated November 18, 2025. The letter was signed by the President of the Pan-African AU, Ambassador Stephen Gbatigbi Ben-Joel.
The correspondence noted that the appointment followed Shaibu’s “outstanding excellence as an educationist, administrator, academic, and businessman.”

Part of the letter stated: “After a distinguished review of your exemplary contributions to national development and your invaluable service under various political leaders in Nigeria, it is with profound honour that we hereby convey your nomination into the advisory council of the Pan-African AU Agenda 2063 Diplomatic Mission.
“In addition, the Governing Council is pleased to further nominate you to serve as an Ambassador Plenipotentiary of the Mission, a role reserved for exceptional leaders whose influence, intellect, and integrity embody the spirit of the African Union Agenda 2063.”
Shaibu, who currently advises Atiku Abubakar on public communication, is a seasoned teacher, journalist, and expert in public relations and crisis communication, with close to 30 years of professional experience across multiple sectors.
