Australia Eyes Higher Visa Fees to Curb Migration, Boost Revenue

Australia’s ruling Labour Party has unveiled plans to raise international student visa fees to A$2,000 if re-elected, in a move aimed at managing migration pressures and tapping into the country’s booming education market.

The proposed hike, announced Monday by Treasurer Jim Chalmers and Finance Minister Katy Gallagher, forms part of Labour’s broader fiscal strategy ahead of the upcoming federal election. If implemented, it would generate an estimated A$760 million over four years.

Gallagher described the measure as “sensible,” emphasizing that it reflects the high value placed on international education in Australia. “We think that is a sensible measure that really prizes the value of studying here,” she told reporters.

This proposal follows a steep increase in July 2024, when visa fees jumped from A$710 to A$1,600—more than doubling in a single stroke. Now, the government seeks to go further, citing the dual needs of revenue generation and migration control.

The opposition, however, has gone even further, pledging to raise the fee to A$2,500 for most applicants and up to A$5,000 for those applying to elite Group of Eight universities.

The debate comes as Australia’s international education sector experiences unprecedented growth. In February 2025 alone, nearly 200,000 international students arrived in the country—a 12.1% increase from 2024 and a 7.3% jump from pre-pandemic levels. Over one million students are currently enrolled in Australian institutions, with 572,000 starting new programs in 2024 alone.

This surge has helped drive up net migration and placed added pressure on an already stretched housing market. To counter this, Labour has proposed capping new international student enrolments at 270,000 in 2025, while the opposition supports a lower ceiling of 240,000.

Australia already has some of the highest student visa fees globally. For comparison, a U.S. student visa costs about $185, and Canada charges around C$150 ($108 USD).

Alongside fee increases, the Australian government has tightened English proficiency requirements and granted regulators the power to suspend education providers that repeatedly violate recruitment guidelines.

As both major parties target immigration reform as a key election issue, international students may soon face steeper costs and stricter conditions in their pursuit of Australian education.
