The Bureau of Public Service Reforms (BPSR) has awarded the Nigerian Civil Aviation Authority (NCAA) a Gold Level rating after the agency surpassed expectations in its institutional performance assessment using the Self-Assessment Tool (SAT).
The award was formally presented at the NCAA headquarters in Abuja, where BPSR Director-General, Mr. Dasuki Arabi, commended the Authority’s strong governance practices, transparency, and operational excellence.
Arabi noted that the assessment, which evaluates government institutions against local and international best practices, placed NCAA at an impressive 75.35% performance score, classifying it as a “Gold Level Organization that Exceeds Expectation.”
“It is with great pleasure and a sense of fulfilment that I present the report of the organisational assessment conducted on the Nigerian Civil Aviation Authority using the BPSR Self-Assessment Tool,” Arabi said during the event.
He applauded the cooperation and openness of the NCAA management and staff throughout the exercise, describing their engagement as key to the successful outcome of the assessment.
According to Arabi, the SAT, developed by BPSR in 2015, is designed to help public institutions measure their performance, identify operational gaps, and align with global standards in governance and service delivery.
He explained that the evaluation highlighted NCAA’s strong performance in financial management, procurement processes, technology deployment, capacity development, and institutional collaboration.
“The exercise provided the opportunity to discover where NCAA is meeting best practices and where it could further enhance efficiency and effectiveness,” Arabi added.
While commending NCAA for its high performance, the BPSR boss urged the agency to sustain its progress and implement the recommendations outlined in the report to strengthen its institutional systems further.
“Let us leverage this opportunity to build upon our successes, address our gaps and chart a course towards greater effectiveness and efficiency,” he advised.
In his remarks, the Director-General of the Nigerian Civil Aviation Authority (DGCA), Capt. Chris Najomo, described the recognition as a validation of the Authority’s continuous efforts toward institutional reform and transparency.

“This exercise represents a vital step in strengthening our institutional framework for efficiency, transparency, and accountability,” Najomo said.
He lauded the BPSR for its professionalism and thanked the NCAA workforce for their dedication throughout the assessment process. He pledged that the Authority would consolidate on the gains to further improve service delivery, financial management, consumer protection, and operational standards.
“We look forward to building on these outcomes to enhance service delivery and uphold the high standards that define the Authority,” he affirmed.
The event concluded with mutual commendations between both agencies and a renewed commitment to deepening reforms that will enhance aviation safety, institutional efficiency, and public trust in Nigeria’s regulatory bodies.
