The Chief of Army Staff, Lt. Gen. W. Shaibu, has unveiled plans to overhaul the Nigerian Army’s training, operational, and administrative frameworks to enhance professionalism, combat readiness, and adaptability.
Shaibu made the announcement in his closing remarks at the Chief of Army Staff Annual Conference 2025, held in Lagos, according to a statement issued on Thursday by Army spokesperson, Col. Onyechi Anele.
The Army chief said the reforms would realign training, operations, logistics, and administrative processes with his Command Philosophy to strengthen the service’s capacity to discharge its constitutional responsibilities effectively within joint and multi-agency operations.
“As part of this drive, we will conduct a total review of training curricula across all Nigerian Army training institutions, ensuring realistic, mission-oriented programmes that directly impact operational effectiveness and success,” the statement partly read.

Shaibu noted that the conference provided a platform for detailed assessments of the Army’s operational and administrative performance in 2025, with the outcomes expected to guide policies and actions in the coming year. Intelligence briefings and operational updates presented at the event highlighted the growing complexity of Nigeria’s security environment, underlining the need to enhance capabilities in intelligence, surveillance, target acquisition and reconnaissance, cyber operations, and technological innovation.
On troop welfare, Shaibu reaffirmed his commitment to addressing accommodation deficits across Army barracks nationwide. He directed the prompt completion and allocation of ongoing residential projects and announced new housing initiatives, including the Affordable Home Ownership Option for All Soldiers Akobo Project and the Post-Service Housing Development Limited Shopping Complex in Ibadan, Oyo State.
Shaibu commended the Chief of Policy and Plans (Army), the conference planning committee, and participants for their contributions, which he said would inform future strategies and policy formulation. He also thanked President Bola Tinubu for his continued support and reaffirmed the Army’s loyalty to the President and the Constitution.
The Chief of Army Staff Annual Conference 2025, which ran from Monday, December 14, 2025, to Thursday, December 17, attracted participants from the Defence Headquarters and Army formations and units nationwide.
