FEC Adopts Unified System To Tackle Poverty, Support Vulnerable Nigerians

The Federal Executive Council has approved a national framework designed to strengthen poverty reduction efforts by integrating humanitarian aid, social protection and livelihood programmes into a coordinated system.

The initiative, known as the One Humanitarian One Poverty Response System (OHOPRS), is expected to improve collaboration among government agencies, development partners and humanitarian organisations in delivering assistance to vulnerable Nigerians.

The Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard Doro, presented the proposal to the council, which approved it on Wednesday.

In a statement issued on Thursday, the ministry described the framework as a major component of President Bola Tinubu’s Renewed Hope Agenda, aimed at lifting millions of Nigerians out of poverty.

It explained that existing humanitarian and poverty alleviation programmes had largely operated independently, leading to overlapping interventions, inadequate coverage and difficulties in helping vulnerable households achieve lasting economic stability.

The ministry said the newly approved framework would address these challenges by placing households at the centre of programme planning, service delivery and impact assessment.

Under the initiative, families displaced by conflict and other emergencies would continue to receive immediate support, including food, shelter and healthcare, while also gaining access to education, social protection, vocational training and livelihood opportunities.

The approach is intended to provide a pathway from emergency assistance to long-term recovery, resilience and economic independence.

“For too long, humanitarian assistance, social protection and poverty reduction have operated as separate interventions. OHOPRS brings them together, so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence,” Doro said.

The minister noted that the council’s approval had formally incorporated the framework into the Federal Government’s institutional structure, paving the way for its implementation.

He stressed that the success of the initiative would be measured by its impact on the lives of beneficiaries rather than the number of programmes carried out by participating agencies.

According to the ministry, OHOPRS was developed with technical contributions from development partners and other stakeholders during a workshop at the United Nations House in Abuja in March 2026.

The framework was subsequently unveiled on August 26, 2026, by the First Lady, Senator Oluremi Tinubu, and Doro at the Banquet Hall of the State House in Abuja.

Following the approval, the ministry said it would collaborate with relevant federal institutions, state and local authorities, development partners and other stakeholders to ensure effective implementation.

The framework is also expected to strengthen the identification of vulnerable households, improve the coordination of interventions and connect beneficiaries to sustainable opportunities capable of reducing their dependence on emergency assistance.
