The Equipment Leasing Registration Authority (ELRA) and the Bureau of Public Procurement (BPP) have entered into a Memorandum of Understanding (MoU) to embed leasing within Nigeria’s public procurement system.
A statement released in Abuja on Sunday, the 19th of October, 2025, by Adebola Brookslyn, Head of Media and Corporate Communication at ELRA, announced the development.
According to Brookslyn, the Registrar and Chief Executive Officer of ELRA, Donald Wokoma, described the agreement as a step toward promoting transparency, efficiency, and fiscal discipline across government operations.
Wokoma explained that the partnership would enable both agencies to jointly design policy frameworks and standardized documents to guide lease-based procurement.
He added that the MoU would also help train procurement officers in Ministries, Departments, and Agencies (MDAs) and integrate ELRA’s registration system into the procurement process to improve accountability.
He said the collaboration would launch pilot leasing projects in key sectors such as health, education, transport, agriculture, and ICT.
Wokoma commended the Director-General of BPP, Dr. Adebowale Adedokun, and his team for their cooperation, stressing ELRA’s commitment to ensuring that all lease transactions deliver measurable benefits to national development.
He further highlighted that the partnership would help reduce financial pressure on government budgets, improve service delivery, and strengthen asset management in line with the Renewed Hope Agenda and the country’s economic diversification goals.
Speaking at the signing ceremony, Dr. Adedokun praised ELRA for initiating the collaboration, noting BPP’s readiness to support a procurement process that meets global standards.
“This MoU is timely and strategic. Leasing provides a viable alternative financing mechanism that supports service delivery while safeguarding public resources.
“By working together with ELRA, we are ensuring that leasing transactions in the public sector are not only transparent but also deliver real value for money,” Adedokun said.

He emphasized that the partnership would boost institutional capacity across MDAs and promote accountability in public spending, especially in compliance matters. He also stated that any organization involved in leasing must be registered with ELRA.
“BPP will ensure compliance without which a Certificate of No Objection will not be issued by the Bureau,” he added.
The Equipment Leasing Act of 2015 empowers ELRA to regulate and register all leasing transactions in Nigeria, guaranteeing credibility, accountability, and investor confidence.
Likewise, the Public Procurement Act mandates BPP to uphold value-for-money and competitiveness in all government procurements.
By aligning these mandates, the partnership establishes a unified framework for lease-related transactions to be properly registered, representing a significant step toward efficient and sustainable public procurement in Nigeria.
