The Federal Government has announced a ₦10 billion housing loan scheme and a comprehensive welfare package for federal civil servants, ahead of the 2026 Workers’ Day celebration.
The initiative, unveiled in Abuja on Friday by the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, is aimed at improving the financial security, working conditions, and overall well-being of public servants.
Walson-Jack said the housing loan scheme would expand access to affordable home ownership, describing it as a major step in repositioning workers’ welfare under the administration of Bola Ahmed Tinubu.
She noted that Workers’ Day should serve not only as a moment of reflection, but also as an opportunity to reinforce the government’s commitment to fairness, justice, and improved welfare for civil servants.
“This administration has moved workers’ welfare from rhetoric to reality,” she said, while congratulating civil servants on the new package of benefits.
Beyond the housing scheme, the welfare package includes full Duty Tour Allowances for approved trainings, an upward review of Peculiar Allowance across grade levels, and increases in estacode, book allowance, and other entitlements to reflect current economic conditions.

The Head of Service acknowledged the contributions of key institutions, including the National Pension Commission (PenCom), Nigeria Social Insurance Trust Fund (NSITF), National Salaries, Incomes and Wages Commission (NSIWC), the Federal Mortgage Bank of Nigeria, and the Federal Government Staff Housing Loans Board, for their roles in delivering the improved welfare framework.
A key highlight of the event was the signing of a Memorandum of Understanding between the Federal Government Staff Housing Loans Board and the Federal Mortgage Bank of Nigeria to facilitate easier access to housing loans for civil servants.
In his remarks, Permanent Secretary, Service Welfare Office, Usman Garba, described the welfare package as comprehensive and essential to boosting morale, productivity, and efficiency within the public service.
The press briefing was attended by senior government officials, heads of parastatals, leaders of labour unions under the Joint National Public Service Negotiating Council, and civil servants.
The latest move signals a broader push by the federal government to strengthen workforce protection and improve living standards in the public sector.
