The Federal Government on Saturday, October 18, 2025, launched a data-driven reform designed to overhaul civil service records nationwide and enhance efficiency, transparency, and accountability.
The initiative aims to identify ghost workers, eliminate payroll fraud, and ensure accurate personnel documentation across all federal ministries, departments, and agencies (MDAs).
Minister of Labour and Employment, Senator Chris Ngige, said the reform would utilise advanced data analytics, biometric verification, and digital record-keeping to modernize the civil service.
“This is a major step toward ensuring that every worker on the federal payroll is legitimate, and public funds are properly utilized,” he stated.
The government also announced the creation of a centralised digital database that will serve as the single, verified record for all federal civil servants.

The system is expected to streamline payroll administration, improve service delivery, and reduce bureaucratic inefficiencies.
According to officials, the project will be rolled out in phases, starting with key ministries before extending to all MDAs by mid-2026.
Civil servants have been advised to update their personal and professional information to facilitate smooth integration into the new database.
