The Lagos State House of Assembly has begun deliberations on a new bill seeking to create a solid legal foundation for a state-owned railway corporation to oversee rail operations, management, and development.
The proposed legislation, titled “A Bill for a Law to Establish the Lagos State Railway Corporation and for Connected Matters, 2025,” aims to introduce a well-organized framework to support an effective and sustainable rail transport system in Lagos.
During a public hearing on Wednesday, the 15th of October, 2025, Speaker the House, Rt. Hon. Mudashiru Obasa, said the move underscores the state government’s commitment to modern transport development and improving daily life for residents.
Represented by Deputy Speaker Hon. Mojisola Meranda, Obasa noted that creating the corporation would boost mobility, ease traffic congestion, and reduce travel time across the state.
“This proposed legislation represents yet another bold and visionary step in the Lagos State Government’s continued efforts to improve the welfare and quality of life of its people,” he stated.
“Railway transportation remains a critical component of modern infrastructure. It ensures safe, cost-effective, and environmentally friendly movement of people and goods while driving trade, commerce, and economic growth,” he added.
He further explained that under Section 26 of the bill, an Inspector of Railways would be appointed to carry out routine train and track inspections, offer technical guidance, and ensure the safety and smooth running of rail services.

Chairman of the House Committee on Transportation, Hon. Temitope Adedeji, emphasised that the corporation would significantly ease the movement of passengers and goods across Lagos.
Adedeji, who represents Ifako-Ijaiye Constituency 1, described the proposed law as both necessary and timely, considering the state’s rising population and growing transportation needs.
“With the state standing at a pivotal point in its infrastructural and economic development, there is an urgent need to establish a robust legal and institutional framework to regulate and operate railway services efficiently,” he said.
