NIPSS DG Backs Bandit Talks If Nigerians Are Protected

The Director-General of the National Institute of Policy and Strategic Studies (NIPSS), Ayo Omotayo, has said engaging with bandits responsible for killings is acceptable if it guarantees the safety of Nigerians.

Speaking on Wednesday, March 11, 2026, in an interview with Arise News, Omotayo responded to Islamic cleric Sheikh Ahmad Gumi’s call for dialogue with armed groups to support efforts in curbing violence in northern Nigeria.

“The role of government is to protect its people and assets. A responsible government will explore every avenue to ensure citizens’ safety,” Omotayo said, stressing that negotiation does not signal weakness.

He acknowledged the recent surge in banditry, noting, “Security forces know the sources of these attacks, and with proper support, they can restore control. The priority is the safety of Nigerians.”

Omotayo’s comments come amid debate over Gumi’s engagements with armed groups.

Gumi previously said he is often accompanied by security personnel during such meetings, highlighting the delicate balance between dialogue and enforcement.

On foreign policy, Omotayo addressed concerns about sending Nigerian ambassadors to countries like India, which requires nominees to have at least two years remaining in office.

He said this is not a failure, noting, “Not having an ambassador does not mean the country has erred. Many nations combine ambassadorial roles across multiple countries.”

He added, “While it is important to have an ambassador in India, the long-standing relationship with the country remains intact even if our nominee is delayed or rejected.”
