In a significant move geared towards revamping the state’s civil service architecture, the Sole Administrator of Rivers State, retired Vice Admiral Ibok-Ete Ibas, has appointed eleven new permanent secretaries.
The development was announced on Tuesday through a Special Government Announcement released from the state capital, Port Harcourt.
The notice was signed by Inyingi Brown, the Acting Head of Service, and made available to newsmen.
According to the statement, the swearing-in of the newly appointed officials will take place in the coming days, with a formal date to be communicated.

“The newly appointed permanent secretaries will be sworn in by His Excellency, the Administrator of Rivers State, on a date to be announced,” the government said.
This appointment comes on the heels of Ibas’ recent declaration of a phased rehabilitation project for the Rivers State Secretariat Complex—an initiative seen as part of a broader reform agenda aimed at improving efficiency, service delivery, and staff welfare across government institutions.
Observers view the latest appointments as a strategic step in reenergizing the state’s bureaucracy, positioning it to better support the Administrator’s vision of a more responsive and productive civil service.
The appointments also come amid expectations of a reshaped governance approach under Ibas, who has steadily rolled out policy initiatives since assuming office.
