The Anambra State Government has imposed an indefinite ban on graduation ceremonies in kindergarten, primary and secondary schools across the state.
The directive, approved by Governor Chukwuma Soludo and announced on Friday, July 24, 2026, applies to public and private schools and covers graduation, passing-out and crossover ceremonies.
Commissioner for Information and Value Reorientation, Dr Law Mefor, said the policy was aimed at protecting parents from financial demands associated with such events.

SS3 students are exempted. Their graduation ceremonies may hold, but must remain optional and attract no levy or financial charge on students or their parents.
Schools that violate the directive risk sanctions, including possible closure.
The announcement follows a July 10, 2026 directive by the Anambra State Universal Basic Education Board reaffirming restrictions on graduation ceremonies and related levies in public primary and junior secondary schools.
The policy is part of the Soludo administration’s drive to curb avoidable education costs and ease financial pressure on families.
