FCT Minister Nyesom Wike has signed 26,272 Certificates of Occupancy (C-of-Os) since President Bola Tinubu assumed office in May 2023, the Federal Capital Territory Administration has said.
The figure, disclosed on Sunday, August 16, 2026, is 17,575 higher than the 8,697 C-of-Os produced and signed between 2010 and 2023 under former Presidents Goodluck Jonathan and Muhammadu Buhari.
Lere Olayinka, Senior Special Assistant to Wike on Public Communications and Social Media, said 5,500 C-of-Os were processed under Jonathan and 3,197 during Buhari’s eight-year tenure.
He said many beneficiaries of the latest batch received their land allocations more than a decade ago, adding that delays in obtaining title documents could restrict access to mortgages, commercial credit and business financing.

The FCT Administration said allottees who complete the required payments can now obtain their C-of-Os within two weeks. An automated system has also been introduced to notify applicants when their documents are ready.
The latest figure follows an earlier disclosure that Wike signed 5,481 C-of-Os between May 2023 and December 2024 as the administration moved to reduce the longstanding documentation backlog.
The administration also reported 2,521 Consents to Assign and 177 Consents to Mortgage granted during the first three years of the Tinubu administration, compared with 753 and 180 respectively under Jonathan, and 684 and 164 under Buhari.
A Consent to Assign facilitates the transfer of property interests, while a Consent to Mortgage permits property to be used as loan security.
The FCT Administration said the measures were aimed at speeding up property transactions, improving access to finance and strengthening land administration in Abuja.
