The Adamawa State Executive Council has given approval for the expenditure of over ₦23 billion to fund critical infrastructure initiatives.
These projects include the continuation of construction work on Phase 2 of the Adamawa State International Sports Complex in the capital, Yola, and the installation of lighting infrastructure across major streets within the city.
The approvals were confirmed during the council meeting held on Wednesday, the 12th of November, 2025, at the Government House, Yola, presided over by Governor Ahmadu Fintiri.
Briefing journalists following the meeting, the Commissioner for Education and Human Capital Development, Dr Umar Pella, provided a breakdown of the expenditure. He explained that Phase 2 of the sports complex has been divided into five lots, costing ₦3.6 billion. Dr Pella added that the initial phase of the project is “progressing smoothly towards completion.”
The council also approved the procurement and installation of solar-powered streetlights, valued at ₦1.3 billion, along several key roads in the Jimeta axis of Yola, including Galadima Aminu Way, Gimba Dual Carriageway, Bekaji Dual Carriageway, Mubi Road, and the A.A. Lawan Flyover.
Furthermore, the Commissioner announced an additional ₦13 billion approval for the construction, rehabilitation, and expansion of Abdullahi Bashir Waziri Street, Bekaji Road, Popule Street and its links, as well as GGSS Yola internal roads.
For the ongoing Jimeta Ultra-Modern Shopping Mall Project, Dr Pella confirmed that the council approved supplementary works and services, valued at ₦5.6 billion. These additions encompass road networks, drainage systems, landscaping, and the provision of solar-powered streetlights.

Finally, the State Executive Committee approved ₦212 million for consultancy services. This funding covers the design and post-design work for perimeter fences and gatehouses at the palaces of the newly created chiefdoms, as well as the construction of the Adamawa Traditional Rulers Secretariat Complex.
Recall that the state government inaugurated the Jimeta stadium complex in May 2024, marking the establishment of the state’s very first modern stadium. The current work involves the expansion of a previously incomplete sports complex, long neglected by past administrations. The aim is to create a suitable venue for national teams to host home matches in Adamawa, thereby eliminating the current reliance on the Gombe stadium.
Governor Fintiri had previously articulated this vision when he laid the foundation stones for the reconstruction over a year ago, declaring: “The era of going to the neighbouring states to play games is over,” adding, “I want to sit down here, munching my popcorn and watching our Adamawa United, hosting and beating their opponents in this stadium.”
