The Accountant-General of the Federation (AGF), Dr. Oluwatoyin Madein, has called on state governments to eliminate financial leakages and adopt prudent management practices to enhance revenue generation.
Dr. Madein made this appeal during her working visit to the Federal Pay Office in Kano, where she engaged with federal pay officers as part of her nationwide tour.
According to a statement released on Wednesday by Bawa Mokwa, Director of Press and Public Relations at the AGF’s office, she emphasized the need for accountability and efficiency in public financial management.
She urged federal Ministries, Departments, and Agencies (MDAs) across states to fully comply with the Federal Government’s financial reform initiatives.
She noted that adherence to these reforms would strengthen revenue collection at the state level while reducing the financial burden on the Federal Government caused by unpaid liabilities.
Dr. Madein disclosed that her office has initiated the Enterprise Concept Management System, a digital platform designed to streamline financial activities across all Federal Pay Offices nationwide.
“The era of manual financial processing is coming to an end. The use of modern technology in accounting is crucial for transparency and real-time financial reporting,” she stated.

She further encouraged federal pay officers to upgrade their digital literacy skills, stressing that computer proficiency is now essential for effective public sector financial management.
Additionally, the Accountant-General introduced a Performance Management System set to replace the Annual Performance Evaluation Report.
This new system will objectively measure performance and align financial officers with government policies on fiscal discipline.
Dr. Madein also urged states to plug revenue leakages to ensure timely financial allocations and reduce dependency on federal funds.
In his remarks, Aminu Umar, Chairman of the North West Zone Committee of FPOs, commended the AGF’s visit, describing it as a landmark initiative that will set a positive precedent for future leadership in the Accountant-General’s office.
