The, Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro has revealed that the Federal Government has successfully identified the poorest of the poor in the ministry’s social register.
Speaking on Arise Television’s ‘Morning Show’ on Friday, the 13th of February, 2026, Doro explained that the process depends entirely on communities to determine the poorest of the poor.
He stressed that not every poor person in Nigeria is captured on the social register, noting that the initiative specifically targets the “poorest of the poor.”
At present, Nigeria has 17.9 million vulnerable households included in the register, which represents about 70 million Nigerians.

“The register is a product of community engagement and so we rely on the community based on the set of questions around socio-economic data to be able to identify the poorest of the poor.
“Communities will guide us based on the criteria that we have to be able to identify who is poor among them,” he said.
