Lagos Gov’t Orders Unapproved Estates to Halt Operations in 7 Days

The Lagos State Government has delivered a decisive seven-day ultimatum to real estate developers currently operating without the requisite approved layout plans.

These developers are now mandated to immediately regularize their documents or face stringent punitive action.

This warning was announced on Wednesday, the 3rd of December, 2025, following a targeted on-the-ground sensitization exercise led by the Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, across parts of the Eti-Osa corridor.

Dr. Olumide stressed that this final notice comes after the expiration of a previously granted grace period given to identified non-compliant estates. The state government had previously flagged 176 unapproved estate developments, concentrated primarily in Eti-Osa, Ajah, Ibeju-Lekki, and Epe.

The Commissioner underscored the paramount importance of regulatory adherence, stating clearly that all estate promoters must secure proper approvals before engaging in any form of land subdivision, sales, or construction.

In his address, Dr. Olumide emphasized the state’s commitment to organized development: “The Lagos State Government will no longer tolerate developments that compromise orderly and sustainable urban growth,” he said.

He described the seven-day notice as the final opportunity for errant estates to submit layout plans and obtain the necessary approvals.

The Commissioner issued a sharp warning that failure to comply within the stipulated timeframe will trigger severe sanctions. These penalties include heavy fines or outright demolition, depending on the severity of the specific violation.
