The Nigerian Midstream and Downstream Petroleum Regulatory Authority has sealed two filling stations in Port Harcourt, Rivers State, for under-dispensing petroleum products to consumers.
The affected outlets are MRS Filling Station on Azikiwe Road and Stageoil Filling Station along Aba Road.
The action followed a surveillance operation conducted across the metropolis on Thursday, October 8, 2026, to verify dispensing accuracy, product quality and compliance with safety standards.
NMDPRA officials also inspected the NNPC Mega Filling Station at Lagos Bus Stop in the old Port Harcourt Township, as well as Reinoil, TotalEnergies and an NNPC outlet in Trans Amadi.
NMDPRA Executive Director, Health, Safety, Environment and Community, Dr Mustapha Lamorde, said the exercise was aimed at ensuring consumers received the quantity and quality of products for which they paid.
He said inspectors checked Premium Motor Spirit, Automotive Gas Oil, commonly known as diesel, and Dual Purpose Kerosene, with samples taken for on-the-spot quality screening.
Lamorde said the two affected stations were found to be dispensing below the expected quantity and were consequently sealed pending further regulatory action.

He added that another station was found to be over-dispensing. Its operator was ordered to suspend sales and recalibrate the affected pump before reopening.
The latest action forms part of NMDPRA’s wider crackdown on inaccurate fuel dispensing. On September 22, 2026, the authority directed filling stations nationwide to verify and recalibrate their dispensers and totalisers, warning that serious or persistent breaches could attract sanctions, including licence revocation.
In February, NMDPRA also sealed 11 Port Harcourt filling stations during “Operation One Litre for One Litre” over under-dispensing, faulty pumps and other regulatory violations.
Lamorde said nationwide surveillance remained ongoing and urged consumers to report suspected infractions through NMDPRA’s official channels.
The inspection was followed by a tripartite Memorandum of Understanding between NMDPRA, Bureau Veritas and Ace Energy Group to strengthen petroleum product testing, quality assurance and laboratory development.
Lamorde, who signed on behalf of NMDPRA Chief Executive, Mallam Rabiu Umar, said the partnership would improve field analysis, testing methods and operating procedures in line with international standards and efforts towards ISO certification.
He stressed that NMDPRA would retain regulatory responsibility for petroleum product quality.
