Siminalayi Fubara has approved the promotion of eligible civil servants across all cadres in the Rivers State Civil Service as part of efforts to improve workers’ welfare and strengthen public service delivery in the state.
The approval was conveyed in an official circular issued by the Rivers State Civil Service Commission and signed by the Permanent Secretary, James Enebeli.
According to the circular titled “Call for Recommendation for Promotion,” Ministries, Departments and Agencies (MDAs) have been directed to submit the names of officers due for promotion between January and July 2026 for consideration by the commission.
The exercise is expected to cover officers on Grade Levels 07 to 15 who qualified within the review period.
The commission, however, stated that officers who have retired, applied for retirement, or are currently facing disciplinary proceedings should not be recommended for promotion.
It further directed all MDAs to include service records and scored Annual Performance Evaluation Report (APER) forms of officers being recommended.
The circular also instructed ministries and departments to submit both hard and electronic copies of recommendations using the approved format, noting that soft copies must be provided in Microsoft Excel format through properly labelled USB flash drives.
In addition, the Civil Service Commission advised ministries and extra-ministerial departments to immediately begin internal promotion procedures for junior officers, while permanent secretaries and heads of departments were mandated to personally sign recommendation letters submitted to the commission.

The commission fixed May 31, 2026, as the deadline for submissions, warning that late entries from defaulting MDAs would not be accepted.
According to the circular, the promotion exercise was approved by Governor Fubara to enable the commission conduct promotion interviews for eligible officers within the January to July 2025/2026 promotion cycle.
The latest move comes shortly after the Rivers State Government approved and paid promotion arrears owed to civil servants in the state.
Governor Fubara had assured workers that his administration would continue implementing policies aimed at improving staff welfare in line with reforms recently introduced in the federal civil service.
Beyond the civil service, the administration recently recruited 1,000 teachers for public schools across the state, while ongoing efforts are also underway to employ more health workers to boost healthcare delivery in public hospitals and medical facilities across Rivers State.
