Army Chief Orders Commanders To Protect Civilian Rights

The Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, has directed commanders across all ranks to protect the rights and safety of Nigerians while carrying out their constitutional duties.

This was contained in a statement issued by the Acting Director of Army Public Relations, Colonel Appolonia Anele, who stressed that respect for human rights plays a key role in achieving operational goals and maintaining national stability.

The directive was given on Tuesday, the 17th of March, 2026, during a lecture delivered by the COAS to participants of Army War College Course 10/2026 in Abuja, where he outlined his Command Philosophy.

General Shaibu noted that “to advance the transformation of the Nigerian Army into a more adaptable, combat-ready, and resilient force capable of decisively discharging its constitutional responsibilities within a joint, multi-agency environment,” remains the foundation of his leadership approach.

He pointed out that observing international humanitarian law, rules of engagement, and other operational guidelines helps to safeguard civilians, build public confidence, and strengthen intelligence gathering.

The army chief also highlighted that the Nigerian Army has, over time, introduced several strategies that guide its response to changing security threats across the country.

He urged officers at the course to embrace his Command Philosophy, which is built around the Soldier First Concept, placing emphasis on the welfare of personnel.

According to him, the framework rests on key areas such as professionalism, sound administration, operational preparedness, strategic partnerships, and strong leadership.

He also called on participants to focus on developing junior officers through structured and mission-oriented training.

General Shaibu maintained that continuous training on human rights and civilian protection is vital, as it aligns with the oath of allegiance sworn by military personnel.
