Chelsea have been sanctioned with a £10 million fine and a suspended two-window registration ban after admitting multiple violations of the Football Association’s rules governing football agents, intermediaries and third-party investment in players.
The punishment was announced by the Football Association in a statement released on Friday and reported by Fabrizio Romano on X. The governing body said the action followed 74 breaches of FA Rule E1.2 that were disclosed by Chelsea’s current owners after acquiring the club.
The FA said, “A financial sanction of £10 million and a suspended two-window registration ban have been imposed on Chelsea FC for breaches of The Football Association Football Agent Regulations, Regulations on Working with Intermediaries and Third Party Investment in Players Regulations.”
According to the FA, Chelsea admitted the 74 breaches before an independent Regulatory Commission, while investigations involving individuals connected to the matter remain ongoing.
“The FA charged Chelsea FC with 74 breaches of FA Rule E1.2 after its current ownership self-reported misconduct upon its purchase of the club. The FA is continuing to investigate individual misconduct arising out of this case,” the statement read.
The Regulatory Commission originally handed Chelsea a six-point deduction, suspended until June 30, 2027, in addition to the £10 million financial penalty.

However, the club challenged the suspended points deduction, prompting a review by an independent Appeal Board, which overturned that aspect of the punishment.
Explaining the outcome of the appeal, the FA stated: “The club appealed against the suspended points deduction and an independent Appeal Board allowed the appeal and set aside this sanction following a further hearing. In its place, the Appeal Board imposed a registration ban for two complete and consecutive transfer windows, which is suspended until 30 June 2027.”
The governing body also confirmed that Chelsea did not contest the financial penalty and said the money would be directed toward grassroots football.
“The £10 million fine imposed by the Regulatory Commission was not subject to appeal and the full amount will be invested into grassroots football,” the FA said.
The FA noted that the breaches occurred before Chelsea’s current ownership assumed control of the club but were later uncovered and voluntarily reported by the new owners.
