Compensate Passengers for Delayed Baggage or Face Sanctions, NCAA Warns Airlines

The Nigerian Civil Aviation Authority (NCAA) has issued a stern warning to both local and international airlines in Nigeria to strictly comply with regulations requiring compensation for passengers whose baggage is short-landed.

This refers to checked-in luggage that fails to arrive with the passenger but is delivered later.

Under Part 19 of the Civil Aviation Regulations 2023, passengers are entitled to a “First Need” compensation of ₦10,000 for domestic flights and $170 for international ones.

This payment is meant to cover basic needs while they wait for their luggage.

In a press statement on Monday, NCAA’s Director of Public Affairs and Consumer Protection, Michael Achimugu, said the authority would no longer tolerate violations.

He stated, “This engagement perhaps should be the last time we will have to discuss the issue of this First Need.”

Achimugu revealed that many airlines were either unaware of or ignoring the rule.

“The regulations are very clear. I met with some station managers who seemed not to be aware of the regulations,” he said, urging airlines to deliver bags within seven days at no cost and stop making passengers pick up their luggage.

He acknowledged that domestic carriers were making efforts despite operational challenges but insisted that “the regulation must be obeyed.”

Also speaking, Ifueko Abdulamlik, Senior Special Assistant to the Director General, added that passengers can claim additional compensation for prolonged baggage delays, provided they present receipts for items purchased during the wait.

Airline representatives, meanwhile, urged NCAA to work with the Federal Airports Authority of Nigeria and terminal operators to fix broken baggage belts, which contribute to the delays.

The NCAA reaffirmed its commitment to enforcing the rule to protect passenger rights and ensure compliance with global standards.
