The Federal Government (FG) has significantly escalated its welfare reforms for both active and retired military personnel.
Key components of this effort include the substantial payment of ₦18 billion in Group Life Insurance benefits and the introduction of critical infrastructure: a Veterans’ Databank and Call Centre.
Mohammed Badaru, the Minister of Defence, unveiled these advancements during a press conference held in Abuja on Wednesday, the 12th of November, 2025, on the upcoming 2026 Armed Forces Celebration and Remembrance Day.
Minister Badaru stated that these extensive welfare initiatives are integral to the government’s comprehensive “Soldier First” policy. This policy is specifically designed to boost the morale, enhance the living standards, and improve medical services for personnel and their dependents. He underscored the importance of this commitment by stating: “Those who defend our nation deserve not only our gratitude but our concrete support.”
The Minister elaborated that the newly established veterans’ data bank will facilitate the efficient management of veterans’ affairs, while the call centre is designated to offer direct support to retired officers and the families of fallen heroes. Badaru confirmed that the welfare packages for troops have been broadened to now include the recently introduced Debarment Allowance. Furthermore, efforts are underway to enhance medical coverage via Defence Health Maintenance Limited, alongside continuous upgrades to barracks and medical facilities nationwide.
There are forthcoming plans to review the Nigerian Legion Act with the goal of creating a unified Veterans Federation of Nigeria (VFN). This new federation is intended to centralize veterans’ welfare and advocacy initiatives across the country.

The Minister also highlighted the strategic role of the Defence Industries Corporation of Nigeria (DICON) Act 2023. According to him, the Act will play a vital role in strengthening local production of uniforms, essential equipment, and supplies, thereby supporting the operational and welfare needs of the troops.
A new program, Reclaiming the Ungoverned Space for Economic Benefits (RUSEB-P), was also introduced. This initiative will strategically engage retired veterans in securing and rebuilding communities that have been reclaimed from insurgents through activities such as farming, mining, and reconstruction.
Concluding his address, Minister Badaru stressed that the welfare of troops and veterans is central to national stability and cohesion, urging all Nigerians to honour the significant sacrifices made by service members.
