The Lagos State Government has launched its 2026 promotion exercise for civil servants and staff of its agencies and parastatals, with activities already underway across designated centres.
An announcement shared on the state’s official X handle on Tuesday, the 24th of March, 2026, stated that the exercise involves officers on Grade Levels 01–05 in the core civil service and those on Grade Levels 01–16 in parastatal organisations.
Officers on Grade Levels 01–05 in the mainstream service, along with those on Grade Levels 01–10 in parastatals, are taking part in the Revised Structured Training Programme (RSTP). Meanwhile, personnel on Grade Levels 12–16 in parastatal agencies are undergoing the Structured Evaluation Assessment Programme (SEAP).
SEAP is being implemented for the first time as a formal requirement for senior promotions. It includes written examinations and computer-based tests, part of efforts to promote a merit-based system.
Officials said the exercise aims to ensure that career progression reflects competence, performance, and professional growth, in line with ongoing public service reforms.
The sessions are being held at the Public Service Staff Development Centre in Magodo and the Women Development Centre in Agege.
A total of 388 officers are participating in SEAP, while 4,870 officers are enrolled in the training programme.

The Commissioner for Establishments and Training, Afolabi Ayantayo, monitored the process and described the conduct of participants and coordination at the venues as orderly. He urged officers to “approach the process with dedication and a strong sense of responsibility.”
Ayantayo said the introduction of SEAP would ensure promotions are based on proven knowledge, skills, and competence, while also improving workforce capacity.
The Permanent Secretary, Olubusola Abidakun, also expressed satisfaction with the organisation and readiness observed, reaffirming the ministry’s commitment to reforms aimed at improving efficiency and productivity in the civil service.
The exercise will continue through the week and into the next, with multiple sessions scheduled to prepare officers for higher roles.
Promotion committees are expected to assess eligible candidates, while those who are unsuccessful can appeal within the approved timeframe.
