No Federal MDA Hits Full Ethics Mark in 2025 — ICPC

No Federal Government Ministry, Department, or Agency (MDA) achieved full compliance in the 2025 Ethics and Integrity Compliance Scorecard, the Independent Corrupt Practices and Other Related Offences Commission (ICPC) has revealed.

The commission’s Chairman, Aliyu Musa, represented by the Director of the System Study and Review Department, Olusegun Adigun, made this disclosure while presenting the scorecard on Tuesday.

Out of 344 MDAs assessed, 48 (13.95%) demonstrated substantial compliance, 132 (38.37%) recorded partial compliance, 141 (40.99%) showed poor compliance, and 23 (6.69%) fell under non-compliance. In addition, 13 MDAs (3.64%) were non-responsive and classified as high-risk.

The report highlighted widespread gaps in governance and accountability across the public sector. It revealed that 169 MDAs lack clearly defined core values, mission, and vision systems for staff understanding, while 191 MDAs have no domesticated policies on acceptance of gifts, donations, or hospitality, which could compromise integrity.

Furthermore, 114 MDAs failed to submit financial reports to the Office of the Accountant General of the Federation (OAGF), 40 did not remit internally generated revenue as required, and 75 did not comply with fiscal responsibility provisions. Other deficiencies include 114 MDAs failing to conduct market surveys, 50 facing ongoing ICPC investigations for procurement or recruitment infractions, 21 lacking legal instruments establishing the organisations, 16 operating without operational manuals, and 24 not conducting annual staff performance reviews.

While some improvements were noted in financial management, the ICPC stated that weak administrative systems, inadequate staff training, and ineffective Anti-Corruption and Transparency Units continue to undermine transparency and accountability in the public sector.

The report underscores the urgent need for MDAs to strengthen governance frameworks, implement anti-corruption measures, and ensure effective financial and operational management.
