Anambra State Governor, Chukwuma Soludo, has requested the approval of the state House of Assembly for a virement in the 2025 budget.
The request was contained in a letter read during Thursday’s plenary by the Speaker, Somtochukwu Udeze. Soludo is seeking authorisation to adjust capital and recurrent expenditures as well as capital receipts in the already approved 2025 fiscal plan.
Although the details of the proposed adjustments were not disclosed, the governor explained that the virement was driven by emerging priorities, limited resources and prevailing economic challenges. He said the adjustments were necessary to ensure optimum value and improved service delivery across the state.
“In light of the foregoing, it would be greatly appreciated if the draft virement for the 2025 Appropriation Bill is placed before the House at the earliest time for consideration and passage into law,” Soludo wrote.
The Speaker subsequently referred the request to the House Committee on Finance and Appropriation and directed the committee to report back next week. The House then adjourned plenary to Tuesday, December 11, 2025.
The development comes two weeks after Soludo presented a N757 billion budget proposal for 2026 to the Assembly. The proposal, tagged “Changing Gears 3.0: Solution Continues,” allocates N595.3 billion (79 per cent) to capital expenditure and N161.6 billion to recurrent expenditure.

Soludo said the 2026 budget framework reflects his administration’s renewed drive for effective service delivery, noting that the 2025 budget recorded over 60 per cent performance despite being an election year.
He added that the 2026 proposal carries a deficit of N225.7 billion, which the state plans to finance through hybrid funding mechanisms, public–private partnerships, improved internally generated revenue, concessions and support from financial institutions.
“I want to assure you that every kobo will be prudently utilised to maximise value for the people of Anambra,” the governor said.
